[ARC5] What is in this photo?

I think it is a radio transmitter.  I can see a big coil having many many taps behind the right hand of the fellow at the right.  It seems to have a suitcase type case with two handles, so “portable”.

The fellows at the other side of the bench may be working on another of the same thing.
