[ARC5] ARC-116 Curiosity

I already mentioned that I got my ARC-114 30-70 MHZ FM transceiver up and running.  Now I'm trying to get my similar ARC-116 20-400 MHZ AM on the air as well.  I am using the same power supply, interface box and mike preamp with an ATR-20 mike.

I have found that the ARC-116 receives Okay and if I transmit into a 50 ohm dummy load through a  CW watt/SWR meter it works okay.  Power output shows as about 4 watts, which probably is inaccurate and you can heard the modulation both through the headset sidetone and over a nearby receiver. But if I connect a cliplead as an antenna instead of the wattmeter the set more or less refuses to transmit, as is seen both in the lack of current drain and only a faint signal heard over the nearby receiver.

How do it know to do that?  Y'all have any ideas as to what is going on?
