Jeep,

Yes the APR-4Y is meant for 400 cycle (up to 1000 cycle I think) operation.  The “non-y” version would work on 60 cycles. I have a Y version and have had the “non-Y” one in the past.  I expect to run the -Y with an audio amplifier and suitable transformer.

By the way, the APR-4 (and the earlier APR-1, -2, -3?) was developed from a General Radio “receiver” or detector that was meant as a 30 mc intermediate frequency “receiver” or indicator used with slotted lines or impedance bridges and mixers.
