[ARC5] [Milsurplus] UPS Rates Going Up 5%

Retail shipping rates are insanely high compared to large shipments. This leads me to believe there is a market for warehouse to warehouse shipping where you bring your package to a shipping center (they make retail customers do this now, but there might be fewer of them local to you) and the package is moved to a warehouse within 10 miles of the recipient. If the last few delivery miles are really that insanely expensive then this should work, right? Or is it that to compete for the big commercial clients the shippers are operating at a loss and making retail customers pay for it? If so, there is room for a competitor like a package or LTL Uber freight kind of thing.
