That's certainly very possible.   Even in war time, the USMC was still using the AN/PRC-25 four years after the Army had converted to the AN/PRC-77 in 1968.  The USMC also used a sprinkling of AN/PRC-9 and -10 units.  I saw the AN/PRC -6 being used by the USMC stateside in 1972.

It was somewhat surprising that the USMC commissioned the AN/PRC-68, a set that was very modern when it appeared in 1977.

That's true.  But I also know the way in which the Navy treated USMC when there isn't a war going on.  And the mindset of the civilians who sit on top.  ARA/ATA out of one of the bonyards may have been the best that they could come up with at the time.

I also was thinking ANGLICO.  IIRC, a question came up bere last year about the meaning of that.  However, the term ANGLICO came into use around 1949, which seems a bit late for use of the ARA system, especially when so much AN/ARC-5 gear, HF and VHF, had been released to surplus brand new and unused.
