[ARC5] RU Sets

I have an RU-16 with a number of coil sets as well as a truly excellent like new coffee grinder controller that Mr. Stinson ain't getting.  What were the differences between the various RU series sets?  Were they all designed as Command Sets or were some designed for liaison use?
