[ARC5] Carbon cartridge replacement circuit

Jack and others,

The GO-9 Navy transmitter used the 800-1 rotary (dynamotor like) inverter:
24-28 volts in, 115 volts AC 800 cycles out.

It has a carbon pile regulator built in.
