Well, I would say you answered it to the best of known data, Les.  I 
would have termed it slightly differently, as the I-85-* series, (to 
include the "I-85-B" renomenclatured as the TS-58/GRM-1 to comport with 
the A/N designation system), was all about testing the _transmitters_ in 
command sets, to include the VHF T-23/ARC-5.  In that sense, an I-85-D 
should have that same basic function.  I have seen a couple of similar 
skips in the last letter, presumably to supply a device that was a 
throwback to a previous version  - one that was apparently desired by a 
tiny segment of customers perhaps unsatisfied with a more modern 
replacement provided by the "system", and were successful in getting a 
contract issued for same.  Stranger things have happened... :-)

It would be useful to have a photo of this mysterious test set.  Ed?
