I would agree.

There is also the possibility that the dial has been mis-pinned.

I think that if what you suggest is NOT the problem, then Skip should align the receiver so 
that BOTH ends are off the same amount in the same direction, then remove the dial and 
repin it.

Robert suggested this a day or two ago, and that is also a good solution.
