[ARC5] Shunt vs. Parallel

Can you really modulate an arc-5 100%?  Years ago, I built an 
external plate modulator using P-P 6146's.  I watched the envelope, 
and as I increased the modulation level, I started having downward 
modulation (and, I assumed much FMing).  I decided it was a bad idea, 
and about that time bought a Morrow MB560A, which was much better for 
mobile operations.  Thinking back, I wonder if I had a weak oscillator tube.
