If the buyer refuses to pay, the Final Value Fee is eventually refunded but
the auction listing still shows the same. The completed auction entry
doesn't change. And the auction is not shown as cancelled. But if the seller
had cancelled the auction before it ended as Won, it would never have shown
up as Completed.
Unless things have changed, the only time that what you and I can see on
the closed listings list changes after the fact is the case where after the
auction ends with a winner, the seller has to retroactively cancel the sale.
And if the buyer had already paid, refund their payment. In our roughly
25,000 eBay sales, we had a few cases of having to do that. Usually very
embarrassing and sometimes led to "words" between me and my wife. :-)
