[ARC5] 60m band and SCR274 transmitters

No modifications necessary if the transmitters are used for CW.  One just has to be careful to zero-beat the VFO to the correct frequency.  With a regulated power supply for the VFO, the stability should be fine after about a half-hour warm up if not sooner.
