It's a hacked ARA CBY-46103.

It's overpriced for auction by a factor of twenty.  He should let the auction establish the item's current value.  Under-the-cover photos are needed to evaluate the extent of hacking, which is likely to have been severe.

The ARA had no local control panel as described in ARA/ATA manuals.  However, the CBY-23154 originally intended for the RAT, RAT-1, and RAV liaison receivers would work...maybe about 1000 panels total made for those sets.  There may be some CBY-23154 panels with ARA designation, but I've never seen any CBY-23154 in person.

The FT-260-A local control panel was made for the SCR-274-N, but it works in an ARA receiver.

The C-24/ARC-5 local control panel was made for the AN/ARC-5 receivers, but it works in an ARA receiver.

These local control panels have never been too common or inexpensive.

What that ARA should have is the remote control adapter panel CBY-49107.  That's a FT-230-A for the SCR-274-N and a MX-21/ARC-5 for the AN/ARC-5.
