Probably what you heard about is that the ARRL is proposing to the FCC some changes in 
how we hams will be allowed to use 60 meters. I cannot remember the details.

But in any case, the FCC has not acted on them, and has not yet even commented on them.

Operation on 60 meters remains as it is now and as it is shown in those two URLs I posted.

It IS an interesting band, half-way between 80 and 40, exhibiting some of the characteristics 
of both bands.

I am looking forward to Bobby's endeavours on 60 meters.
