The problem is more than just stability averaged over a second or two.
That's not hard to achieve in a Command set. The big problem is phase
jitter, a shift for a few milliseconds and then a correction in the
opposite direction that all averages out over a second or two. Noise is the
cause and the 12SK7 and 12K8 are notorious offenders.
