Wasn't there a call for R-390A's during the Gulf War because comms were getting fried by high levels of atmospheric static discharge? Or is that urban or sub-urban legend?

The Earth was getting sand-blasted by debris from a comet tail.  

The sats were maneuvered to minimize damage from the passage and

were thus off-lined for a time.  MilCom had to “re-discover” HF again.
