[ARC5] Modified ARC-5

Hello All,

In my pile of stuff I have a modified R-23/ARC-5  and a transmitter 
(unknown model) with a modified dial.  Pictures attached.
The receiver has a 40 meter converter built onto the back.

The receiver has an unusual plate over the front panel controls. The 
panel is white engraved plastic and very well made.

Anybody ever seen anything like this or know its origin?
