If you tuned for max output using a BC-456 in AM mode,
you will never get adequate modulation.  Switch the screen
regulator (0D3) out of the circuit, putting full voltage on
the PA Screens (CW mode).  Tune for max.  Re-connect
the 0D3 Screen regulator (AM mode) and do NOT retune
the transmitter.  You should be able to get 100% mod.
Output power will be 10-12 W or so.
