I would agree. 

First, check the mid-point (two soldered connections at the "top" when the 
receiver is upside down) of the two black resistors at the rear of the receiver. 
Should be at least 85 volts.

Check for a cold tube.

I measured the sensitivity of a refurbished BC-454 here at less than 1 
microvolt on CW. Total audio output was an easy 700 mW at full volume.
