Looks functional...sort of.  The rivet that holds the knob onto the 
shaft was not professionally made - you can see a large split on one 
side of the upset - not a job done by a machinist of any competence.  
Looks like the owner removed the MC-127 spline drive assembly and 
adapted it to a home made shaft and thence to a flex cable end or parts 
thereof.
