Yes, but Neil's drain-pipes are all PVC.

Now, if he could somehow get up on the roof, he could run a wire with a weight on it, down 
inside the drain-pipe. I think I'd use either a corner, or one closest to his operating position.

Then he could connect to it at ground level.

Then he could run a counter-poise horizontally away from the drain-pipe, laying it on the 
ground up against the building so it couldn't be easily found or seen.

If he got really brave, he could run several in various directions.

The antenna being inside the PVC drain-pipe would not be effected much by the plastic. It 
would still radiate very well.

After building this thing, he could then determine the impedance and at his low power level 
could easily build an Un-Un to match to his transmitter's 5 ohms or so.

I'll bet it would get out like gang-busters.

I LOVE stealth antennas... :-)
