That's true for the first version A.R.C. Type 15 VOR/LOC nav receiver R-13 (somewhat rare).  The later R-13-A and R-13-B (most common) versions have no dial.

I have a hard time wondering why today one would ever consider trying to jury-rig a dial on A.R.C. Type 11A, 12, and 15* receivers.  It hasn't been worth the effort for about 50 years.  :-)
