By the way, in the Royal Air Force in WWII, Groups were above Wings in organization structure.  Flights made up a Squadron, usually of 12 aircraft, and 2 or 3 Squadrons made a Wing.  Multiple Wings made a Group.  Flights could be made up of 3 or 4 aircraft, depending on various factors, including time period.  The RAF fighters began by flying in flights of 3 aircraft called Vics, and most switched to 4 aircraft in "finger four" formations (a Luftwaffe innovation), although some squadrons switched to flights of three aircraft in pairs (kind of a vic of twos).   

USAAF WWII Squadrons usually were 18 aircraft

By the way, I read recently that in late 1942 DeHaviland Mosquito bombers had HF but no VHF communications.  They often flew single plane missions and I guess long range comm was required rather than "command" functions.  No wingmen or leader to talk to.
