[ARC5] T-16 Transmitter In Service?

There's a dirty but appearently un-boogered ARC-5 
T-16 transmitter on the Ebay.

What interests me is the refurb/calibration sticker on 
the top of the transmitter.  Transmitters that were never
installed didn't get refurbished.   

I still think communication with "3rd-World" forces
who were still on the late-20's Naval accords is
the most viable theory of the purpose of the 
T-15, 16 and 17.
