When I mentioned a Tx cap, I meant the High voltage ( usually around 1KV) NPO ceramic or mica types. The vacuum cap on an ARC-5 or BC441 antenna switch would be perfect. The ARC-5 tank variable fully meshed may be greater capacitance ( less reactance) than what you need to get into the tuning range. I tried looking those tank caps up but neither the ARC5 nor SCR274 manuals list the actual range of the var caps! You will have to check it with a cap checker to get an idea of the range. If that is all you have, then I'd try half mesh next.
But hey, you're making progress...

Yes, but the good news is that for reasons unknown, the RF ammeter has
suddenly come to life. I'm getting 0.6 Amp indication with the 5 x 1 ohm
dummy load connected thru a fully meshed ARC-5 TX capacitor. The
resistors get slightly warm; hard to tell, it's a warm afternoon.

Whether some loose connection has been disturbed or the meter was
stuck, I don't know, but that indication gives me hope. Still unable to get
a dip when tuning the final tank, but at least I now have an indication of
output.

Update - just changed back to the original 6AQ5A in the final. Ammeter
now shows 0.75 Amp with same settings. So that tube is the best.
