Yes.

He also mentioned that there is a fixed hard-wired tap on the plate coil which 
the schematics doesn't show.

I am suspicious that whoever he got the plate coil from may have modified it 
for use with a different transmitter and the plate circuit cannot be resonated 
at his operating frequency.

The reason I had mentioned the possibility of the grid circuit being unable to 
resonate was that before I got the schematic, I had thought that perhaps the 
transmitter had a tuned-grid input circuit. It doesn't.
