Yes, now that you have the proper load requirements, the tuned stages need a look. If you have a scope and/or frequency counter, that would make your life a lot easier when chasing something like this down. Laying  the probe in the proximity of the circuit should acquire enough signal to work with. Attaching a probe will load and/or detune the VCO and other tuned circuits.  Be sure the VCO is on freq, then work out from there. If it's way off you may have to go back and forth between osc and power stage tuning until it all settles out.

That Tx is even more basic than an ARC 5 , so there aren't too many other possibilities other than the a fore mentioned bypass caps or tuning issues.Your are almost there!

Do you have a GDO? 

Sounds to me as though your final tank circuit is way off frequency. Possibly 
the grid circuit too.

Bypass capacitor values changed?
