Correct.

Furthermore, much earlier in the Navy manual, it is stated that for those two 
receivers which have moveable "rods" in the IF cans (R-23 and R-24), ALL 
rods are pulled out so that the passband is narrowest when aligning the IFs.

This makes sense, since alignment would be more accurately accomplished 
with the IF's at their narrowest.
