If you’re into construction, get three very cheap audio oscillators from China and feed them with  a three-phase 400 Hz oscillator.

1.       Buy an aircraft static or rotary inverter.  Statics are somewhat pricy, but rotaries, although noisy , are usually free for the asking available from 20 VA to 5 KVA, single and three phase output.

2.       Build an inverter (maybe not the most straightforward way)

3.       Buy a ½-1 HP variable frequency motor drive, some in this size range will operate on 115VAC single phase, and output three phase at 0-208V on 20-to 400 or even 800 Hz.  Around $140.00 from Automation Direct. (nice solution for the ARC-109)
