I think that rather than a stand alone instrument it would be more suitable to have one you would use in conjunction with regular test gear, such as a frequency counter or even a radio receiver.  If it oscillates, it must be pretty good, and you'll need to confirm the frequency anyway.  Admittedly, if you want to sort through a bunch of $1 crystals at a hamfest, a pocket instrument is preferable.

I have no idea how to handle overtone crystals, though.
