Well, it's not aircraft related.  And it's not part of the AN/VRC-9, which is a low VHF band tactical FM set.  It's part of the AN/VRC-19 two-channel high-band non-tactical (military police) VHF FM set of 1952.

T-278/U, R-394/U, and DY-98/U (12v) or DY-98/U (24v) or DY-100 (6v) all fit in one cabinet/case CS-938/U.

It's heavy and not much use and inspires not much interest, but it is well-made.  I still have one of the fifty or so T-278/U units that my Civil Air Patrol unit got in 1969.  I don't think any were ever used before they were junked.
