I've looked into some places like that but the small screw thread always comes with a small head. I have found some larger screws with the right head diameter which is not threaded all the way to the head but (1) its stainless steel and (2) I don't have a way to cut the shank down enough to get it into a 2-64 threading die.

 Try a model railroader supply house.  Many of these places have an on-line presence these days.  
 
 Do a Google search for model RR parts and supplies. 
 
 They use screws as small as 00-80.    (You will need a magnifying glass!) 
 
 You may have to do a bit of filing with a jewelers file to get the head contour you want if a sock screw isn't exactly what you want.  You can always "re-blacken" the screw after making shape changes.

I'm hoping someone knows where to find an odd item like this one.  It's to replace the lockdown screw on a WWII-vintage altimeter.  The original was blackened brass, with a square shouldered head (which I've heard called cheeseheads) 7/32 inch in diameter & 1/16 inch thick.  Threads were #2-64 & a little less than 1/4 inch long.  McMaster-Carr, normally a name to conjure with, doesn't have anything that small, and that's an unusually large head for such small threads.
