[ARC5] BC-348Q CW Oscillator Question

Yes, the dynamotor is installed, but that should not effect this particular
circuit.
I restored the dynamotor a few years ago and had the radio on the air a few
times; it worked. I'm not sure why I put the radio aside then, but from
previous work I knew it needed the filament dropping resistors replaced
(confirmed that again last night), I was having an issue with the AVC, and
some of the voltages were uncomfortably off. I didn't bother to run it
when I restarted work a few days ago.
