The symptoms described with the allegedly faulty transformer
could be explained by misconnection of the secondary wires.
If the centertap terminal had been transposed with one of the
outer terminals, you would expect to see:
an apparent resistance mismatch
unusually high B+ due to full winding with half wave rectification
   (draw it out on paper and you'll see what I mean; it causes no
   damage or signs of distress)
loud hum due to half wave rectification

Does the transformer look like it has ever been opened?
Are you certain you have correctly identified the wires?
