No. Toss it.

FYI, I had an internally shorted tube in an SB-401 once, which did NOT show 
up on a tube-tester! It totally prevented the TX from working on 40 meters, 
only.

When I moved that tube to a socket which contained the same type of tube, 
two resistors immediately burnt up.

Toss the damned thing and be glad you found it.
