[ARC5] Canadian "B2" mods.

Can anyone provide me with a definitive explanation of the Canadian "B2" 
mods as they apply to both the receivers (I have had at least two of these) 
and the transmitters (I have zero of these)?

Someone who recently approached me on the subject of "ARC-5s" is asking 
me, and I really have no definitive answer.
