Well yes, not really any argument here, except that the high voltage
will certainly occur **when** the transistor is off. Destruction may
occur at lower levels of on-ness, but by the time the transistor is
heading towards the hard on state, the voltage will have been pulled
down to a safe level for that transistor, providing it has survived that
far.

As you say, the curve for that particular transistor defines the safe
region.
