[ARC5] Chinese switching converters

To the many people smarter than me:

If you go to Ebay and search "Nixie power," you get 
over a hundred hits and several different designs.

Voltages and currents are obvious concerns, 
but is there a way to tell which will produce fewer "birdies?"
I use the smaller boost and buck converters for lots of
projects with only minor "birdie" issues, but these HV
switchers might be a "different animal."

How would you go about picking one for a BA project?
