Looking at a couple different S-38 schematics, it appears that some of my confusion (maybe others too?) comes from the fact that different S-38 models (e.g., S-38, S-38B, etc.) were not made the same. In my S-38E MkII, I don't recall there being any electrical connection between the chassis and the exterior cabinet.
