The special purpose T-15/ARC-5 (along with the similar T-16 and T-17) are among the rarest of AN/ARC-5 components. Each of these three units have been known to fetch $1000 to $2600 on ebay a decade ago. It would be unwise to actually operate a unit so rare. since to operate this equipment means that the equipment is being destroyed. Even just a re-cap of such a rare unit sends its historical and monetary value into the dump. (I got a T-16 for $10 at an Ohio hamfest 30 years ago.)
Probably a T-47/ART-13 with O-16/ART-13 and CU-25/ART-13 (or T-47A/ART-13 with O-17/ART-13A and CU-32/ART-13A) would be a less-expensive route using old gear. Or even a BC-375-E with TU-26-A and BC-306-*. Some small makers of niche ham gear have announced solid-state designs that would be much more practical. Ken can give the best counsel.
I'd recommend a USN TAJ-16, :-)

(Someday I'll post about my T-588/ART-33. It is a small locally-controlled MF radiotelegraph transmitter, about 50 watts RF, 400 Hz AC power in, crystal-controlled on the six standard merchant marine Morse frequencies (410 to 512 kHz) used by merchant vessels worldwide. It was made for Coast Guard aircraft service.)
