The C-744/ARC-5 is the control panel for a R-23 or R-23A/ARC-5 LF/MF receiver. It fits the standard 6-inch wide aircraft control panel mounting rails used on all miliary aircraft beginning not long after WWII. When properly connected electrically to the receiver system, it sets the R-23 for MCW mode.
It is not a servicing tool. It is the last and modern version of a pilot's control panel for the R-23, which remained in USN service well into the 1970s.
