That is Radio Compass Modulator E-4-AE or -AF, part of Radio Compass SCR-AA-186 or SCR-AB-186.

SCR-AA-186 uses:
BC-AE-229 receiver
E-4-AE modulator
E-4 manually rotatable loop and L-o-R indicator
Tunes 200 to 1600 kHz.

SCR-AB-186 is the same except AE components are AF.

These were 1935 sets.

Mike Hanz has the best pictures and description on the web of the compass system that uses the E-4-A* radio compass modulator.

That's the top half of the BC-AA-191 transmitter, part of the SCR-A*-187 liaison system, 1935 or 1936.
