[ARC5] Strange problem with racked transmitters

It sounds to me as though there is some sort of wiring "difference" between 
the two transmitters or the rack-positions.

It is also possible that you have a shorted or severely leaking fixed capacitor 
some where, possibly in a transmitter.

I'd be examining both the rack and the transmitters.

I don't think there is anything wrong with any of your tubes.
