Sometimes these decisions are made for techno-legal reasons. If the
normal manufacturing tolerances made it impossible for servicemen to
always achieve coverage of 15.00 KHz precisely, the legal team may
have said, "Even though some receivers are capable of reception in the
low 15's (eg. 15.20), you cannot advertise a 15 KHz receiver if it's
not always possible to tune to 15.00."

Just a suggestion, and I'll admit I know nothing of this particular
receiver, nor whether it has generous overlap at the 15 KHz end of its
tuning. Someone on the list will know and settle it one way or the
other.
