You can, but you don't have to. You can unlock the padder capacitors
on the PA tuning and the VFO and mesh their plates closer together.
You can easily bring them all the way down to 3500 KHz.
I did it back in 1967 with my first ARC-5 TX. The dial made no sense
of course, but in those days we tuned our receivers up and down the
band and netted the TX to any CQ we heard.
