[ARC5] Posting photos

The admin is apparently Randy Stegemeyer, W7HR in Port Orchard, WA, USA.
As Neil suggested, enabling it seems to be on a per-reflector basis. I
seem to recall several QTH.net reflectors being enabled by their admins
in the past year or so with a global software upgrade to QTH.net.
