Yes, there is quite a bit missing from the underside in the oscillator section.You might want to see if the oscillator coil and cap are still inside the shield.It seem that your transmitter must have been a parts source at some point. However I've never had a need to replace those sockets in the rear of the chassis. Maybe they were used for some other project?
Most of the power amp is still there, at least.

One thing I noticed this afternoon after I made the above webpage is
that per the sheet metal...it's not a T-20, but a CCT-52209. Now to
familarize myself with the differences between the ATA series and the
ARC-5 series...
