My goal is to have both the transmitters and receivers running on a 12volt system while preserving the original control systems as much as possible. 

I have the BC-453 running on 24 volts because I have no intention of going mobile with it.

You have to properly "phase" the coils in the relays for this to work; but yes, it will work.

My question is, why would you want to do this...?

The "selector" relay under the transmitter chassis will pick up, but not "snap" at around 18 volts DC, but not 12.

I doubt that any of the larger relays in the modulator will pick up at much less than 20 volts; but I haven't tried this.
