[ARC5] Brass-tubing tuning-adapter.

I agree that the vernier ring is either off of a BC-221 or looks identical, 
including the two notches.

The A.R.C. Drawing Number for the tuning dial on the T-20/ARC-5 (4.0-5.3 
MC) is 7524, so it is a safe assumtion that that's where the dial came from 
(or the ATA equivalent).
