Not really.  The VT-52 "45-Special" (with 7.5 V fil) 
and VT-25 "10-Special" are products of early 1930s
tube design, which featured lower-emission direct-heated
filaments and high (400+) plate voltages.
Late-30s to early-40s tube design made a switch to 
high-emission indirectly-heated cathodes and lower (~250)
plate voltages.  There is no direct line from, say, a VT-25
to a 6-Volt octal.  Some later tubes can be made to 
do some jobs of the earlier ones, but not all.
